Americans in France - Trouble Sending Letters Postcards Ballots to US

Americans having trouble sending letters/postcards/ballots to the US Hello there, my name is Sujena and I am a journalist with The Connexion. We are an anglophone media in France. I am working on an article about some of the issues Americans are reporting about sending letters and flat packages back to the US. I believe there was a policy banning packages to the US, but not letters, postcards and ballots.
