Compulsory Purchase Solicitor in Devon - CPO Process & Compensation

Does anyone know how compulsory purchase orders ACTUALLY work??? Is the land taken/secured, and then negotiations start around compensation? Or does compensation have to be agreed before any official change in ownership occurs? Looking for an expert to help me, if possible, for an article I'm writing TODAY (Friday 22 May!).
