Construction Safety Leaders in Madison - Project Safety Fines Signs

I was walking in Madison, WI this morning and noticed these signs, including a "Project Safety Fines" list, outside a construction site. I'm not a construction safety expert by any means, but seeing these brought a few things to mind, and I'd love to hear thoughts from more experienced safety leaders on these types of signs/policies. 1) The fines list immediately reminds me of a conversation Steve Smith and I recently had regarding the concept of Taylorism and a top-down approach the leadership. (This discussion will be released tomorrow within Field Debrief Ep. 2 Part 1) 2) Who is the actual intended audience of these signs? 3) How does this affect the relationship between "management" and "workers?" 4) Why is a paperwork violation more expensive than not wearing PPE?
