Every Data Center Buildout goes through the same seven phases. 1) Strategy and Site, 2) Design and Permitting, 3) Facility Construction, 4) Critical Systems, 5) IT Infrastructure, 6) Service Enablement, 7) Validation and Launch. Most operators manage each phase like its own separate project. A delay that shows up in Phase 4 could have been caused back in Phase 2, and nobody traces it back far enough to fix the real cause.
