Educators Supporting Multilingual Learners - Decoding Vs Comprehension

Schools can accurately measure whether a student can read the words on a page. They do not have a reliable way to measure whether that student understood them, reasoned through them, or could explain them to someone else. That sentence came out of four separate conversations, in three states, with people who had never spoken to each other. Between June and August, CLAROedu ran structured Learning Conversations with educators and family engagement leaders supporting multilingual learners — a Corpus Christi ISD educator and administrator, a Multilingual Learners coordinator at Desert Sands USD, (CA), a first-grade teacher in rural Kansas, and a family engagement coordinator at a 72-campus charter network in Houston. Urban, suburban, rural. Dual language immersion to single classroom. What they independently named: ➡️ Fluent decoding is routinely mistaken for comprehension, and the gap falls hardest on multilingual learners. ➡️ Families are not disengaged. They lack a trusted channel through which to act on the care they already have. ➡️ Districts often have the resources. Trust determines whether families ever use them. ➡️ A single timed assessment shapes how a student is perceived, sometimes all the way into a placement decision. ➡️ Dialogue was the only method every teacher described that actually surfaces reasoning — and none of them had a way to capture it as data. On scope, plainly: this is four conversations. It is exploratory and directional, not representative of California, Texas, or Kansas. What makes it worth publishing is convergence — four practitioners in markedly different settings arriving at the same observations without being led there.
