Ghana Mobile Money Users - Blocked Or Flagged Transactions Unexplained

Ever had a mobile money transaction get flagged, delayed or blocked, and nobody could quite tell you why? There is a reason worth knowing. In March 2026, the Bank of Ghana brought in new rules for how banks and mobile money providers are allowed to use AI, things like the fraud detection systems that decide, in the background, whether your transaction looks suspicious. Instead of one simple rule, the regulator spread these AI requirements across six different parts of a long directive: board training, vendor contracts, testing, an approval step, and more. That is not how it usually happens elsewhere. Interestingly, the US just moved the opposite way, quietly deciding to leave the newest kinds of AI out of its own updated banking rules for now. Here is why this matters beyond the regulation itself. Around the same time, MTN's mobile money business became its own separately licensed company. So the team building the AI-driven fraud features you interact with may now sit in a different company from the mobile money business itself. That is one more place things can fall through the cracks. When AI governance gets treated as a single box to tick right before launch, rather than something checked at every stage of building the feature, the result is often exactly what frustrates users most: fraud checks with no independent testing behind them, no clear way to switch off a system that is misbehaving, and support staff who cannot explain a decision the AI made.
