Prisoners in Delaware - 4 Calls Per Year Limit & Media Access

apparently in Delaware, people in prison can only add folks to their call list FOUR TIMES A YEAR. this is a severe restriction, among other things, on anyone's ability to speak to the press. 1) anyone in DE wanna talk to me about this for a story? 2) anyone know of any other state that does this?
