Veterans Nationwide 2020-Present - VA FOIA & Disruptive Behavior

I am looking for veterans nationwide who, 𝐟𝐫𝐨𝐦 2020 𝐭𝐨 𝐭𝐡𝐞 𝐩𝐫𝐞𝐬𝐞𝐧𝐭, had a FOIA request, Privacy Act request, records-amendment effort, or records-access dispute intersect with a 𝐃𝐢𝐬𝐫𝐮𝐩𝐭𝐢𝐯𝐞 𝐁𝐞𝐡𝐚𝐯𝐢𝐨𝐫 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞, 𝐃𝐁𝐑𝐒 𝐫𝐞𝐩𝐨𝐫𝐭, 𝐁𝐞𝐡𝐚𝐯𝐢𝐨𝐫𝐚𝐥 𝐏𝐚𝐭𝐢𝐞𝐧𝐭 𝐑𝐞𝐜𝐨𝐫𝐝 𝐅𝐥𝐚𝐠, 𝐎𝐫𝐝𝐞𝐫 𝐨𝐟 𝐁𝐞𝐡𝐚𝐯𝐢𝐨𝐫𝐚𝐥 𝐑𝐞𝐬𝐭𝐫𝐢𝐜𝐭𝐢𝐨𝐧, 𝐨𝐫 𝐰𝐨𝐫𝐤𝐩𝐥𝐚𝐜𝐞-𝐯𝐢𝐨𝐥𝐞𝐧𝐜𝐞 𝐩𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥. This is not speculation. I have already identified six veterans across three VISNs whose records-access matters intersected with the disruptive-behavior system. Four of those matters involved the same FOIA/Privacy official over a period of years. The article explains why that pattern matters. VA has provided a national-office declaration describing aspects of how DBRS has functioned from 2024 forward. But that leaves an important 2020–2024 gap in which the process has not been comparably certified. I want to determine what actually happened during that period—and whether veterans subjected to disruptive-behavior monitoring were also routed through a specialized or coordinated process when they attempted to access or correct the records being maintained about them. The goal is evidence, not accusation. If the pattern has an ordinary administrative explanation, the records should show that. If it reflects a national practice affecting veterans’ Privacy Act rights, the records should show that too. Either way, veterans should be able to find out what information the government keeps about them, who can retrieve it, how it is used, and how an inaccurate record can be challenged.
