Arkansas Probation & Parole Clients - ALPR Hits Causing Violations

At 12:08 this morning, I hit send on the first of four public records requests to Arkansas law enforcement agencies. Here's why I couldn't wait until after the holiday. Tomorrow, America celebrates freedom. An estimated 3.7 million Americans — people on probation and parole — will celebrate it under conditions. That's more people than we hold in every prison and jail in the country. The courts looked at each of them and said: you can live in the community. Work. Drive. Rebuild. I was one of them. Here's what almost nobody knows: Over the past few years, license plate reader cameras have gone up over American roads by the tens of thousands. They photograph every car that passes. They network across agencies. They remember. For most drivers, that's an abstract privacy debate. For someone on supervision, it's not abstract at all. A plate hit near the wrong block can become a violation report. A violation report can become a hold. A hold can become a cell — often decided on a "more likely than not" standard, often before you ever see a lawyer. And here's the part that should bother everyone, regardless of politics: I can't find a single rule governing it. Arkansas's new ALPR law regulates how long footage is kept. It says nothing about whether a supervision officer can run a client's plate through the network. No warrant standard. No logging requirement. No limit. No appeal. Not "weak rules." No rules. So I asked — formally, under the Arkansas Freedom of Information Act. Four agencies. Each request includes one question nobody has put to them before: show me your policies for using plate readers on people under community supervision. By law, they have three business days to respond. Whatever comes back is an answer. A policy is an answer. "No responsive records" is a louder one. I'll publish what I find either way. To distill a cVERY omplicated story into a paragraph, basically there was a cult called Eternal Values that lived in Lake Lure. (They were in a house on the lake, but the house has since burned down. There's a new house in its place.) The leader thought he was an alien living inside a human's body. They moved to Lake Lure because the leader thought the Blue Ridge Mountains would be a safe place to ride out the apocalypse. They ran a construction company called The Lotus Group and also started a company, Lake Lure Tours. They also sold gemstones, which were apparently quite worthless.
